The way the recommender system works is that, first, you can be in a recommender system that is recommended for you but you can also decide to switch off and not be following a timeline that is algorithmically organised. The timeline can be non-chronological. Then, the way it works is that it chooses a number of pieces of information, such as for instance the people you follow and your interests. It also aims at not showing you a tweet that you already saw. Every content that is in violation of our rules will not be recommended to people. For example, if we find content that has violated our rules, we would not push it to people. We would de-amplify in the timeline.
In addition, an element of our policy enforcement which is called "freedom of speech but not reach", by which for certain policy violations, for instance if a user violates our policy on civic integrity, hateful conduct or harassment it would be drastically de-amplified on the platform. With the recommender system we would de-amplify everything that has been in violation of our rules factually. We try to show content to people who have interest in it but we do not want to show to people content that would violate our rules. When it comes to sensitive media for the adult user community of X, they can decide whether or not they want to show sensitive media. They can decide, for instance, whether they would like to see violent content relating to the war in the Middle East. They can decide to see it or not by default, but if they are under 18 then by default they will be in a locked environment whereby they will not see such content. There will be filters on the content or the media and if they try to click through it they will not be able to see it. That is our way of trying to protect the younger audience but also to make sure that content that is in violation of our rule is not pushed to people. When we apply the label of "freedom of speech not reach", it is no longer possible to share the content. As Senator Byrne says, it is possible only in very limited situations.
