Section 184(2)(c) provides that the report "shall identify all potential significant effects of the proposed plan on a European site, whether such effects arise from the plan itself or the plan in combination with any project or other plan". Would zoning objectives on an adjoining site be covered under "other plan" since they would be contained in a county development or local area plan?
