A good example of the usage of this relates to the wind energy piece which we discussed such as the Rochdale Envelope and that type of thing. A person comes in and discusses a development they might have. The groundworks may be done as well as looking at the type of technology that would be used as that technology might improve. We had a good discussion in that regard about how that would be. There were instances whereby decisions would have been made in the past on the basis of whether a specification was given for a particular turbine along with the application three years previously and by the time it was going to be built the technologies would have advanced and the type of turbine may be different. That situation would fit into this process.
