If you are a party to an application and have made an observation on a planning application and additional information is sought, you will be advised of the latter. If there is a further material change– I have seen this happen, and it is under current procedures as well – that is deemed by a planning authority to be a significant change to the first application, it opens up another opportunity for a further submissions to be made on the additional information.
