I accept that there could be an unintended consequence of limiting it to public transport networks because there may not be public transport infrastructure in place. That may not be the fault of the planning system - it may be the fault of another transport provider - but to include the words "commuting zone" without any definition could be problematic when regional assemblies try to define their metropolitan area. My suggestion is to look at how to define the commuting zone. Some people commute from areas that are quite unsustainable, through no fault of their own.
