The Minister of State then told us not worry because some of these statements can be very technical. They are the ones, in fact, that the public needs to be most vigilant and alert to because very often they are the ones that have the most profound impact. In fact, most mandatory ministerial guidelines, which is the form they are currently in, are very technical in nature.
