In the national planning framework, certain things have to be looked at. Section 19 states the national planning framework will make provision for the following matters, which include "identification of nationally strategic development requirements ... employment, future population change, and associated housing". That is in section 19, and obviously I should have brought it up there but this would be relevant to the review as proposed in section 21. Indeed it would be relevant to section 22 in terms of the documents to be considered. It would be relevant, in my view, right the way through the whole process. I think there should be a specific requirement to look at the type of housing and, specifically, the need for social and affordable housing as a particular category the need for which has to be assessed rather than housing in general.
