-----and it has to be there, yet we are trying to ensure a mutual respect, a bidirectional respect, in those environments and freedom to raise the issue of complaints in those environments. That is why it is not easy, but it is very important for us to create a process or processes that are trusted. For example, one of the recommendations made to us by one of the people in Cork was even the notion of a safe phone line manned by a civilian trained in all the processes and understanding the situation, so members could have an open conversation with that person. I am not saying this is necessarily how it will go, but it gives a sense of the situation. It is about creating a process so people can feel safe and get reliable information because there is a deficit of information on the ground around the possibilities.
