Joint Oireachtas Committee on Justice, Defence and Equality

General Scheme of the Garda Síochána (Recording Devices) (Amendment) Bill: Discussion

Ms Hinako Sugiyama:

I just want to quickly build on the points made by Dr. Murray and Dr.Lynch on the database because international human rights law clearly requires in respect of the legality test not only that it is prescribed in law but that it should be transparent, in that it gives prior notice to the public the sort of consequences which would be caused to humans.

The current Bill does not specify what sort of databases will be used as others have highlighted the driver’s licence or passport databases. I emphasise the timeframe when photos or footage was recorded and when the facial recognition technology will be used against it. This key information is critical for the public to anticipate as are the human rights restrictions that would be caused by this technology. I wish to emphasise this point, please.
