Joint Oireachtas Committee on Justice, Defence and Equality
General Scheme of the Garda Síochána (Recording Devices) (Amendment) Bill: Discussion
Ms Hinako Sugiyama:
I will specifically address the point on the code of practice. The code of practice will be prepared by the police and approved by Parliament. This is great but at the same time there should be mechanisms whereby the code of practice itself substantively complies with human rights law. This is a general remark. Specifically on the right to remedy, it is important to guarantee a right to remedy for people who are wrongfully arrested and detained. The timing of the human rights violation is the point in time when the people's faces were scanned. It is also important to notify people whose faces were scanned. I would also like to emphasise this point.
