General Scheme of the Garda Síochána (Recording Devices) (Amendment) Bill: Discussion
Dr. Abeba Birhane:
I thank the Senator for the questions.
As Dr. Bracken-Roche said, these are the questions where there is no clarity from the Garda Síochána. I wish I could answer the question on how the 98% or 99% accuracy was calculated. I listened to some of the previous session and I searched for the particular paper. I would really appreciate a link to it because it seems to be an outlier in the sea of research and large pile of evidence that shows otherwise. The evidence shows recurring discriminatory classification and error rates more particularly against darker-skinned individuals and marginalised people. The general scientific literature indicates these are the traits. I have not heard of the one paper mentioned in the previous session and I would appreciate a link to it. I also question whether it was carried out by independent investigators. As I said in my opening statement, independence in evaluating and auditing systems is key. The independence of the evaluator determines the validity and credibility of the result itself. I am afraid I am not answering the question but rather I am also asking a question. The claim seems to be the outlier against the scientific evidence.
