General Scheme of the Garda Síochána (Recording Devices) (Amendment) Bill: Discussion
Mr. Drew Harris:
These investigations are supervised by a senior investigating officer. Given the range of offences involved, the investigations will all be led by SIOs. In effect, they are producing an evidence package, with level 3 or level 4 interviewers looking at that. They are all sceptical readers and they want to be sure of the accuracy of what they are being told so that it is sufficient to convince the DPP of what we are doing, the quality of the investigation and, therefore, the necessity to charge or subsequently to report. There is actually more pressure to be accurate and to get it right. It is easy to make arrests and so on, but our fundamental approach is to get the evidence to bring individuals to justice as needs be.
