Joint Oireachtas Committee on Justice, Defence and Equality

General Scheme of the Garda Síochána (Recording Devices) (Amendment) Bill: Discussion

Mr. Andrew O'Sullivan:

It is the same approach as the one taken to insurance data. Some people might say that we should trust the machine because the computer is always right and the data from the Motor Insurers Bureau of Ireland is reliable. The exact same approach is taken to vetting decisions. The only way we can process 600,000 vetting decisions per year is by relying heavily on the use of decision support technology. People are highly trained to ensure they are making their own determinations, and they are absolutely responsible and accountable for those decisions. There is no responsibility on the machine. They are trained, and know through experience, to question the decision.
