We have recent examples of where we have examined CCTV. Our starting point is the investigative mindset. The use of our powers for the purpose of investigation is not just about us seeing who we recognise in a crowd and working back from there. We look at what offences were committed and start from a normal policing perspective. If, for example, 211 people go into a Foot Locker, we ask which of them we are in a position to identify and follow their movements over the course of the night. It is not a question of asking who we can identify and what we can charge them with. We look to find the offences and the individuals we can connect to them. The investigative process is purposeful. We prioritise in terms of who we want to bring to justice and that is a range dependent on the seriousness of the offences. There was, in that case, substantial damage and serious public disorder. Those matters are an obvious priority and we would focus on those individuals in the first place.
