Joint Oireachtas Committee on Justice, Defence and Equality

General Scheme of the Garda Síochána (Recording Devices) (Amendment) Bill: Discussion

Mr. Andrew O'Sullivan:

It is important that this is measured on a twice-yearly basis. The figures I am quoting are from February 2023. It is very important to understand that this technology is moving at an extremely rapid rate. When looking at a study from 2016 or 2020, it does not necessarily relate to the new standards. If we want to talk about the accuracy of facial recognition, it is important to talk about which algorithm and which version of that algorithm, and particularly which date we are talking about. If the South Wales Police or the Metropolitan Police are talking about historical figures, it is important to understand when that was done and which algorithm it was rated against, and then we can look at the corresponding NIST figures to be able to get the corresponding figures.
