I will explain it. The figure comes from the National Institute of Standards and Technology in the US, which is the accepted standard for measuring the accuracy of FRT. Twice a year, it measures more than 500 available algorithms for their accuracy. It involves a number of different tests, including measuring their false matching ratio and their positive matching ratio, that is, how many times they get it right and how many times they get it wrong.
