A lot of money is spent municipally or at the state level, not federally, but it is earmarked, whereby the politicians directly name the projects and do the pork barrel politics of who gets what. That is a very extreme example. In the United Kingdom they have a number of different mechanisms. The ministerial code is actually quite effective in that a minister has to announce to the parliament expenditure before announcing it in the media. They are quite disciplined in that. Then they also have periodic reviews and reporting, the kind one would expect from a company, an institution or a body.
