What happens with the process every year is that the press council, at the proposal initially of the Press Ombudsman, draws up a draft budget and that is discussed with what is called the administrative committee. For a small organisation we have quite a complex structure but the administrative committee is chaired by the vice-chair, my deputy, and brings together the representatives of the various newspaper groups and others. We are very conscious that the industry has been and is undergoing great challenges. Profitability has fallen considerably, even since 2008. When we come up with a budget, we try to be as realistic as we can. As has been rightly said by the Senator, there has been an enormous reduction since 2008. We have very good relations with all of our members and publications and we are lucky in that-----
