Again, it is the opposite. If we take, for example, tenant in situ, when it was reopened in April 2022, it was left to each local authority. In fact, if we look at the circular provided at the time, there was no guidance and certainly no statutory underpinning. As a consequence, from April 2021 through to March or April 2022, there was very little tenant in situand most local authorities outside of Dublin were not interested in it. This shows that the best way to get our local authorities to do something, if we decide it is a priority and should be done, is to make it a statutory obligation.
