In looking at both of them and examining what they have done and led to in terms of FDI, it is time to look at an all-island structure based on the principles of the vision of the IDA to drive the whole island forward and to try to meet some of the challenges. We did not really develop in terms of procurement and the barriers there but that is a very serious situation we must try to mitigate somehow.
