Again, there is good reason for the policy position that has been taken to allow the parent Departments, which are responsible for things like broadband, wastewater infrastructure, water infrastructure and electricity, to hold line responsibility for that because of the associated capital costs and the expertise that is required to oversee it. Personally, without having any particular policy proposal in front of us, I would be cautious about taking that remit outside the parent Department given the amount of funds that are associated with it. You would not be able to do it for small money.
