I am anxious to ask Threshold one question. One of the successes over the past year has been the tenant in situscheme. By the end of the year, the local authorities will have more than 2,000 people protected by that. Does Threshold believe the Bill goes far enough to ensure the council has the right to purchase and that it is not a voluntary arrangement? I have to say in all circumstances I have dealt with that the landlords have jumped at the opportunity to sell, in part because it allows them to remove the estate agent from the process. It is an attractive offer since they do not have to go down the road of showing the property and so on. Does it go far enough for the tenant in situscheme, cost rental, and people who wanted to exercise the first home scheme?
