The other item that affects it concerns the 2023 budget. As reflected in the mid-year expenditure report tables, €150 million unallocated for 2022 was reflected in the 2023 ELS. This related to the agreement on the additional Haddington Road hours. This had an impact on the amount that the Department of Health received for the pay deal. The carryover on the pay deal from 2023 into 2024 was between about 1.5% and 1.75%. The €343 million was closer to about 3.5% because there was an impact related not only to the pay increases under the extension to Building Momentum but also to the change in hours under Haddington Road.
