In terms of how the witnesses see it or how the people with whom they consulted saw it in terms of feeding into a citizens' assembly, Dr. McEvoy is basically talking about a citizens' assembly plus, plus, plus, namely, all the preparatory work to bring people to the place of a citizens' assembly. Could she describe how all this feeds together? Could she discuss the Scottish referendum and the measures that were used there to involve hard-to-reach people as well?
