Under articles 46 and 47, the political organs of State, Government and Legislature can bring forward a proposal to amend the Constitution to insert any provision into the Constitution. This can be done to allow the right to do x,y or z or express prohibition on x, y and z. If this is put to the people and they approve, that will then be the new position in the Constitution.
