We have two wings of the overall strategy well under way at this time. It will take us time to get the overall picture but we are a good way towards it. We have committed to giving further consideration to the paper 1s. I cannot give the Deputy a timeframe there and I do not want to mislead him on it. I hear his view that it would be part of the overall vision but we must also move ahead with senior cycle reform as well.
