Does Dr. O'Sullivan think any consensus on that would radiate across sectors? It seems to me it will be very hard to come to a blanket position on this because different sectors will have different requirements and will argue for different approaches to monitoring. I am trying to understand how we might look at this if we want to underpin it legislatively. I accept that co-operative agreement is the best agreement, but it is a question of getting everyone to agree. It is unlikely there will be total agreement across different sectors. Some employers will insist they need certain levels of monitoring, which some employee groups may find intrusive. How best can we arrive at an understanding around that? Will it be a case of individual sectoral bargaining? We are all a bit afraid of big tech. It is probably easier to do some kind of determination around small tech and try to manage those operators. The big tech stuff is really hard to manage and it is not based here. Another consideration is that legislation we introduce might be overridden by legislation in the jurisdictions in which those companies are incorporated.
