There is one small point I would not like to miss. In 31BA, the definition of market value is rather important so I will bring it to the committee's attention. The definition talks about the normal things one might expect market value to be, but at the end it states "and the assessment of market value shall not take into account any value associated with any extant planning permission in relation to the land in question".
