Ultimately, at the stage when a legal agreement would be signed involving public money, if that money was not within the ambit of the Vote or it involved an allocation beyond the ambit of the Vote, there would have to be a decision by the Minister and discussions with the Department of Public Expenditure, National Development Plan Delivery and Reform. It would depend on the circumstances of the decision.
