Deputy Ó Cuív will be aware of this as well because of his familiarity with partial capacity benefit. People cannot work when they are on illness benefit and invalidity pension, so partial capacity benefit is supposed to help people integrate that. There are time thresholds that kick in. The Cathaoirleach's core point is that a person may be ready to engage but not ready to leave the payment entirely and that there needs to be a transition.
