How do we measure, verify and report the positive change we are hoping to bring? The issue of clarity is probably one of the sources of concern, given the differing reports that are coming out and that the science is evolving rapidly within this area. Figures we used for a relatively short period are changing now and that is putting it in question. A fundamental concern is to have the clarity in the baseline information and in the gaps of information as we try to move forward and reach these targets.
