Tenant In Situ Process: Discussion

Mr. Coil?n O'Reilly:

The essence of the point is that we are not saying "No" to tenants in situon that basis. We were just flagging the moral hazard of that situation. We are following through on every tenant in situwho comes our way and meets our criteria. One such criterion is not that there is a person higher on the list. We are not saying "No" to them. It is incumbent upon us as public officials to flag to the committee that there is a moral hazard associated with the tenant in situprogramme. It becomes a balance of the moral hazards of a family going into homeless or a person jumping the list. We have, more or less, decided we are happy with the fact that we are stopping people from going into homelessness but at the same time the people who the Deputy represents are being pushed back down the list. We have to make that point and it is important to do so.
