What is vitally important to find that sweet spot is to talk to the people who are involved - the composers and musicians - to find out what their stumbling blocks were. There is an interesting recommendation in the Future of Media Commission's report to have a strategic plan for sports broadcasting and promotion. It might be a good idea to have a similar grouping for music and musicians that you could bring together all of those vested interests and people who are involved at the grassroots level to find out what their areas are and to be able to put together a concrete plan that will allow them to stay living in the regions but still being able to have sustainable and viable work that would keep them living there.
