Building capacity through the public procurement system, which is focused on modern methods of construction, is a way of incentivising the industry to deliver modern methods of construction to the public sector. As well as that, however, building regulations and procurement processes tend to be performance-based. This is why the introduction of requirements and accounting methodologies for embodied carbon are key. When we introduce the embodied carbon accounting methodology, then we will have a recognised framework for measuring embodied carbon in construction technologies.
