As Ms Murdock said, the important point is to make sure that the system is available for individuals to increase their adequacy in retirement, where they can do so. The earlier people start into a pension, the more years they will have for investment growth and compounded growth, which makes a difference at the end. For example, topping up a pension at the start of its life compared with topping up when an individual is near retirement makes a significant difference because that person has all those years of investment growth in the meantime.
