On section 120(2), regarding the use of the word "ambiguous", my experience is that sometimes the objectives for a plan are not written that clearly and can be interpreted by the applicant rather than the people who draft the plan, which is the members. We need to take into account that clarity on ambiguity should be sought from the members as well as the interpretation the applicant may have. Can that be taken on board?
