To put it in context, it was not a measure on its own. There was a package of measures, some of which did benefit domestic customers also. We engaged with the then Department and Minister. It was a time of crisis. We are independent in our decision-making but work within an overarching policy framework. Much as we worked through the national emergency security framework during the crisis, we worked with the Department and Minister. There was some analysis of the impacts at the time.
