It did cross my mind as to whether or not this was compliant with the licence, and that is why I checked whether “shall” ascribes a priority to one aspect of promoting the national lottery. “Incremental marketing” has quite a broad definition and so does “promoting”, which is even wider than “incremental marketing”.
