The Deputy makes a very important point. It is absolutely our intention that this will be a usable system of tools that brings about improvement and compliance. That is the intention. As with any general scheme, we are setting out the broad provisions within it and we will engage with the Office of the Attorney General on making sure we get this right in the Bill.
