Joint Oireachtas Committee on European Union Affairs
EU-UK relations and the implementation of the Trade and Cooperation Agreement and the Northern Ireland Protocol: Discussion
Dr. Christy Ann Petit:
I think it is because there are some measures within the withdrawal agreement and the different parts of the treaty that can be reopened. There are rebalancing measures that can be taken if there have been significant changes that result in a material impact on trade and investment. We have talked about that. Some of these provisions could be activated by either party. If there is a willingness to sit at the table, they could work within the legal framework that has already been negotiated and adopted and is in force. It could work but it goes back to the earlier point that there needs to be political willingness for this.
