They do, and they serve local needs for digital customers - hyperlocal needs, in certain cases. I can think of two off the top of my head, but probably only two at this point, that are local data centres, and I know the communities they serve. One is located in the centre of a rural region, while the other is in a regional urban location, and they serve local clients.
