It is really difficult and I suppose our biggest difficulty as a society is the law of unintended consequences. What is the knock-on effect of any measure? As Mr. James has mentioned, will it have an effect on foreign direct investment, FDI? Will it have effect on the overall industry in a negative manner? We are all about balance, Deputy. I do not think there is a formula that can be arrived at today, but if there is a measure, we certainly feel that negligent parties should be reprimanded in some manner at the very least.
