The trade unions asked the Construction Industry Federation, CIF, pension scheme to allow these people, who are not in the construction industry, to open a pension scheme for them, but they cannot identify their employers. Mr. Arkins referred to inexperienced workers. They will become experienced. At the end of their working lives, they will knock on the door of the CIF pension scheme and say they believe they have pensions there. They will be then asked who their employers were, but they will not have a clue because they will not be able to point to a DAC or a parent company. They will not know that it is the representative body.
