Europe cannot compete with America. This is crucial because many of the productions coming in here are American productions and are made for Disney, Netflix, Amazon Prime or some of the other streaming channels. Again, it mirrors section 481 so it seeks to develop a European industry capable of competing with Europe because we recognise we cannot compete with the Americans, to develop a permanent pool of employees and to be of cultural importance to European culture.
