That is why I am trying to understand the motivation. There have been suggestions that one could use the phrase "general and progressive" with regard to Ireland's increasing rights for tenants. I hope I am not misquoting Ms McCormick. Has the Government placed particular responsibilities on landlords that the witnesses feel are egregious or unfair, which they would like not to have and believe do not make sense?
