The Minister will be aware that the committee wrote to him on two occasions asking him to publish the White Paper on revenue and expenditure. It is usually published on the Friday before the budget. There is no legal impediment to publish it before that. Given that we will not have the September fiscal monitor given the date of the budget, and that the August fiscal monitor was available at the start of this month, why did the Minister refuse the request of the committee?
