Updated Economic and Fiscal Position in Advance of Budget 2023: Discussion

On the wealth tax, a colleague of ours, Martina Lawless, did a study some years ago – I am not sure if anybody has updated it since - on the possibility of a wealth tax or possible gains from a wealth tax, using fairly detailed household finance and consumption survey data which characterised the wealth distribution across the population. My understanding, based on my recall of the study and I am open to correction, is that it crucially depended on how we treated agricultural land. If we regarded that as legitimate wealth and taxed accordingly, then there were some gains to be got, but if we did not, then the actual benefits or revenue possibilities from such a tax were relatively limited.
