It is necessary for the position of chairperson that whoever is appointed is willing to facilitate the discussion around the board and bring back to the Minister and the various relevant bodies the feelings of the board, allows the board to express itself in the function and comes in with no preconceived ideas. It is necessary that person be open-minded to the full functioning of the office.
