The starting point is different. The Bill in itself is a significant expansion of the rules that already existed. The primary objective of retailers in engaging in this discussion is to ensure the interests of retail, which is a very important sector and employs an awful lot of people, as well as of consumers, are reflected in how it is constituted. I do not think it is necessarily seen to be characterised as representing a vested interest in the supply chain.
