I raised this during private session on Monday and I will raise it again today. The Bill refers continuously to the security of the State as being the rationale for much of this stuff happening. There is no definition of what the security of the State entails in terms of the Bill although one might appear between now and 4 p.m. The explanation then was that it goes back to the Offences against the State Act and that there is no definition of the security of the State in that either and therefore it was not felt as thought there was a need to insert a definition. I wonder if that is a way of circumventing the issue of whether these relate to the security of the State or ordinary criminal investigations. Is that why there is no definition there?
